On behalf of Conservation International, PCSI is preparing a Cultural Impact Assessment (CIA) and a Ka Pa'akai analysis in support of a HRS Chapter 343 Environmental Assessment for the proposed REEFrame project to be located in waters off-shore of WaikÄ«kÄ« in the Kona District, on the island of O’ahu.

 

REEFrame is a project designed to foster the recovery of a severely degraded coral-reef ecosystem, thereby restoring reef fisheries, providing vital food sources for endangered monk seals and green sea turtles, and enhancing local community livelihoods.

 

The REEFrame project team will install permanent, structurally resilient, 3D printed, concrete reef frameworks that will serve as both coral nurseries and foundations for structurally complex natural coral reefs. All of the concrete reef frameworks will be placed on sand at depths of 40 to 60 feet below the ocean surface, starting approximately 3/4 mile off shore. All of the reef frameworks will be at least 100 feet from any existing coral habitat.

Request for Consultation

Per Hawaii Revised Statutes (HRS) Chapter 343, an Environmental Assessment (EA) is being prepared for the REEFrame project. The EA will include a CIA that follows the Guidelines for Assessing Cultural Impacts adopted by the State of Hawaii Environmental Council in 1997. In addition, a Ka Pa'akai analysis will be prepared following the analytical framework established by the Hawaii Supreme Court to ensure the preservation and protection of traditional and customary practices exercised by Native Hawaiians.

PCSI seeks to identify and consult with individuals and organizations with expertise concerning the types of cultural resources, practices, and beliefs associated with the area. The goal of the consultation is to identify those cultural considerations and determine if there is a potential for the REEFrame project to have any affect on cultural resources, practices, or beliefs. If potential adverse effects are identified, the consultation will also seek to identify possible ways to mitigate those effects.

 

Individuals and organizations wishing to share their knowledge to inform the assessment efforts for this project are requested to contact PCSI no later than December 1, 2025.
