Background Information
The Department of Land and Natural Resources Division of Boating and Ocean Recreation (DLNR - DOBOR), on behalf of the U.S. Army Corps of Engineers, invites you to participate in the consultation process under Section 106 of the National Historic Preservation Act (NHPA) for the NKHSBH Breakwater Improvements Project.

The proposed undertaking includes repairing and modifying the existing west main breakwater at the harbor by raising its height from 6 feet to 10 feet above mean lower low water level and extending the breakwater 80 feet inland. The area of potential effect (APE) is 5.22 acres.

Pursuant to 36 CFR§800.3(f), DOBOR seeks to identify and consult with individuals or organizations who may have knowledge regarding historic properties, including archaeological sites, historic buildings or structures, and traditional cultural properties, that may be located within the APE.
Request for Consultation
The proposed improvements to the NHKSBH will require the issuance of a permit from the U.S. Army Corps of Engineers. In addressing its obligations under Section 106 of the NHPA, the Corps has delegated responsibility for conducting outreach and consultation for the proposed undertaking to DOBOR, which has retained Oceanit and Pacific Consulting Services to support the Section 106 process.

The Hawaii State Historic Preservation Division (SHPD) has reviewed currently available information for the project and determined that no historic properties would be affected. In making that determination, SHPD relied upon research that was documented in an Archaeological Literature Review (ALR) report prepared in 2023. An Environmental Assessment (EA) has also been completed for this project. The final EA, which included a Cultural Impact Assessment, can be viewed or downloaded with the link at the bottom of this page (center).

Although DOBOR has actively consulted with community members regarding a range of potential concerns during the preparation of the past studies, additional consultation is required to complete the permitting process for the NKHSBH improvements.
